The House of Representatives has passed a resolution to formally proceed with the impeachment inquiry against Donald Trump.
The vote effectively details how the inquiry will move forward in to a more public phase and is not a vote on whether to impeach the President.
The White house condemned the vote which passed along party lines, with only two Democrats voting against it.

Nasa’s released a ghost-like image captured by the Hubble Space Telescope.
The space agency’s been getting in on the Hallowe’en action this week posting spooky pictures on Twitter.
On Monday they posted an ultraviolet image from 2014 showing active regions on the sun that made it look scarily like a jack o’lantern.
The latest ghostly image appears to show two spooky eyes peering out from space. The tweet explains it’s actually a photo of two galaxies colliding.

Three homes have been destroyed in Jurupa Valley as wildfires continue to burn in California.
74 firefighters are battling the blaze which began just after midnight.
This latest fire is being called the 46 Fire because it broke out on 46th Street.
Cal Fire say more than 10 fires are now burning across the state, with hurricane force winds continuing to fan the flames.
Authorities say the brush fire was 0% contained two hours after it started.

Passengers caught up in a train fire in Pakistan were travelling to a religious festival.
Reports suggest the train from Karachi to Rawalpindi had been diverted to help the pilgrims complete their journey.
71 people died and 41 were injured when a gas stove exploded, setting three carriages alight.
Survivors say it took 20 minutes for the train to come to a stop and many of those who died leaped from the moving train.
It’s thought passengers were preparing breakfast on gas stoves, which led to the blaze.
Railway regulations say stoves should not be used on moving trains.

Gerry’s Pompeii is a one-bedroom apartment in a house in Westbourne Park, where an Irishman, Gerard Dalton, devoted more than 30 years to creating models of stately homes and castles, and his idiosyncratic clay figures of various notables.
Some of them form a startling waterfront feature on the Grand Union Canal. He died this year, and his admirers including artists and museum directors have written to the Genesis/Notting Hill Housing Trust to ask that they allow a grace period of three to six months before disposing of the property.
During that time they can decide how to preserve the collection, perhaps — if the needs of the neighbours are met — by buying the apartment and creating a community museum.
This is a modest ask, and the Trust should say yes. Creating a fantastical kingdom out of a one-bedroom London flat is a feat that deserves reward.

In an alternative reality, the UK left the European Union as planned at 1101, just before the witching hour, on October 31st. Maybe there was a party. Maybe there was a riot. Maybe both. But we live in this reality. And here… nothing. Including, according to an Evening Standard poll, apparently no consequence. Here’s our editorial column:
We aren’t leaving the European Union. We aren’t about to suffer no-deal. We aren’t being issued with commemorative 50 pence coins and this morning the M20 through Kent was running smoothly, rather than preparing to become the world’s longest lorry park.
And then there’s something else that hasn’t happened, as well — the collapse of support for the Conservative Party for failing to do what it promised. Instead, as our poll today shows , it has a 17-point lead over Labour, with the Prime Minister’s personal approval ratings climbing even as respect for Jeremy Corbyn falls further.
For now Mr Johnson will be happy and Mr Corbyn should be scared. Yes, Labour’s poll rating was awful at the start of the 2017 election and it recovered. But he’s even less popular now, the Lib Dems are stronger and he’s not facing Theresa May.
Meanwhile, one thing definitely is happening today: Halloween. And this election year there really are reasons to be scared.

Twitter has announced a ban on all political advertising.
In a series of tweets put out on Wednesday, platform founder and CEO Jack Dorsey said ‘political message reach should be earned not bought.”
The move sees Twitter join other social media platforms in banning political ads and piles the pressure on Facebook to do the same.
The London Evening Standard’s technology journalist Amelia Heathman says it’s met with mixed reviews in the US.
The ban on political ads will start on November 22, with a few exceptions, such as ads that encourage voter registration.

We’re being reminded to look out for children with blue pumpkins as the Hallowe’en festivities get underway across America.
The blue pumpkin is part of a nationwide autism awareness campaign running on October 31 ensure everyone can enjoy Hallowe’en.
The campaign was set up by a mum in Hawaii whose son has autism.
The blue pumpkin is a sign that the child is non-verbal or can not make eye contact, but would still like to be included in the game of Trick or Treat.

Google’s gone ghoulish for Hallowe’en.
The October 31st Google Doodle features a hidden game behind an orange door.
Users have a choice of seven doors and the option to see a trick or treat themed animation.
It’s topped off with some spooky background music to complete the haunting Hallowe’en experience.

A 34-year-old man’s from Virginia’s being held in police custody after a teenage girl disappeared from her home.
Isabel Hicks and her alleged abductor Bruce Lynch were stopped in a car in Caroline County.
Her mum and brother made a television appeal following the 14-year-old’s disappearance from her home at 1 o’clock on the morning of October 21.
It’s thought Mr Lynch had been in a relationship with Isabel’s mother between 2014 and 2017.
